Private Sector Lead Specialist at the Competitiveness, Technology and Innovation Division of the Inter-American Development Bank, and Compete Caribbean Executive Director since November 2012.
Sylvia has a Ph.D. in Economic Development and Regional Planning from the Massachusetts Institute of Technology (MIT), and ample experience on economic development issues throughout the Latin American and Caribbean region. She specializes in designing and implementing government policy and/or projects that will support private sector development.
She is particularly interested in how to stimulate local firms' competitiveness in the global economy through industrial policy, global supply chains, clusters and SME development.
Sylvia has a wealth of experience throughout the Latin American and Caribbean region, and has helped design development projects in Bolivia, Brazil, Chile, Paraguay, Uruguay, Venezuela, and the CARIFORUM.
An effective manager, she has led the implementation of complex programs in Venezuela and the CARIFORUM with concrete local impacts, amongst them thousands of jobs. Sylvia has done extensive research on industrial policy in Brazil and in Venezuela, and has recently edited the upcoming (2017) book “Exploring firm-level productivity and innovation in developing countries: The perspective of Caribbean Small States”.
